Step 1
In a small saucepan, melt 1/4 cup sugar over medium heat, swirling occasionally, until deep amber and fragrant, about 5 minutes. Immediately pour into four ramekins, tilting to coat bottoms.
Step 2
In a bowl, whisk together 3 eggs, remaining 1/4 cup sugar, 1 teaspoon vanilla, and 2 cups milk until smooth. Stir in 1/4 cup raisins.
Step 3
Pour the custard mixture over the caramel in the ramekins. Place ramekins in a large skillet with 1 inch of simmering water; cover and cook over medium-low until custards are just set but still jiggle in the center, about 15 minutes.
Step 4
Carefully remove ramekins from water. Let cool 5 minutes, then run a knife around the edge and invert onto plates so the caramel sauce flows over the custard. Serve warm or chilled.
