Toast dried chiles and garlic in a dry skillet over medium heat until fragrant, 2 minutes. Transfer to a blender with juice of 1 lime, 1/4 cup water, 1 tsp salt.

Blend until smooth. Strain through a fine sieve into a bowl, pressing to extract liquid. Set aside.

Pat beef dry with paper towels. Season generously with salt and pepper on both sides.

Heat oil in a heavy pot or deep skillet to 350°F over medium-high heat. Working in batches, fry beef strips 1-2 minutes per side until golden and crispy.
