Step 1
Mix mashed potatoes with 2 tbsp chickpea flour, 1/4 tsp salt, and 1/4 tsp chili powder until just combined.
Step 2
Shape mixture into 4 flat, 2-inch patties. Heat oil in a 10-inch skillet over medium-high heat.
Step 3
Slide patties into hot oil and fry 3 minutes per side until edges brown and char lightly.
Step 4
While patties fry, whisk yogurt with 1/4 tsp salt. Mix remaining chickpea flour with water to form a thick paste, drop spoonfuls into the oil, and fry until golden, ~2 minutes.
Step 5
Transfer patties and pakoras to a plate. Drizzle yogurt and tamarind chutney over top.
Step 6
Scatter cilantro over everything and serve hot.
