Step 1
In a large bowl, whisk together 1 cup flour, 1/2 cup cornstarch, 1 tsp baking powder, and 1/2 tsp salt. Gradually whisk in 1 cup cold water until smooth; the batter should be lump-free and about the consistency of heavy cream.
Step 2
Pat 1 lb shrimp dry with paper towels. Dip each shrimp into the batter, letting excess drip off, then place on a plate.
Step 3
Heat 1 inch of vegetable oil in a deep skillet to 350°F (a drop of batter sizzles immediately). Working in batches, fry the shrimp for 2-3 minutes per side until golden brown and crispy; drain on paper towels.
Step 4
In a large bowl, toss 2 cups shredded cabbage and 1 cup shredded carrot with a pinch of salt. Set aside.
Step 5
Serve the fried shrimp hot with the cabbage-carrot slaw and 1/2 cup chili sauce for dipping.
Step 6
Optional: add a squeeze of lime or a sprinkle of chopped cilantro for extra freshness.
