Step 1
Wash the 4 green peppers and pat dry. Leave them whole; do not cut or seed them.
Step 2
Heat 2 tbsp vegetable oil in a large skillet over high heat until shimmering. Add the whole peppers and cook, turning occasionally, until the skins are blistered and charred in spots, about 5-7 minutes.
Step 3
Reduce heat to medium. Add the remaining 1 tbsp oil, 4 minced garlic cloves, and 2 sliced scallions. Cook until fragrant, about 30 seconds.
Step 4
Add 1 tbsp soy sauce, 0.5 tsp salt, 0.5 tsp sugar, and 0.25 tsp black pepper. Stir to coat the peppers evenly.
Step 5
Add 2 tbsp water to the skillet, cover, and steam for 2-3 minutes until the peppers are tender but still hold their shape.
Step 6
Uncover and cook off excess liquid, about 1 minute. Serve hot with the sauce spooned over the peppers.
