Mix flour, 1/2 tsp salt, and 1/4 cup warm water in a bowl until shaggy.

Gradually add remaining water, kneading until smooth, elastic dough forms.

Cover dough with a damp towel and let rest 20 minutes.

Heat 1 tbsp olive oil in a skillet over medium-high. Add onion and cook until softened, ~3 minutes.

Add ground lamb, breaking up with a spoon, cooking until no pink remains, ~5 minutes.

Stir in tomato, cumin, red pepper flakes, and 1/4 tsp salt. Cook 2 minutes until fragrant.

Transfer filling to a bowl and let cool 5 minutes.

Preheat oven to 400°F. Line a baking sheet with parchment paper.

Divide dough into 4 pieces. Roll each into a 6-inch oval on a floured surface.

Spoon lamb filling down the center of each oval, leaving 1/2-inch border.

Fold long edges up and pinch at ends to form a boat shape with open center.
