Step 1
Cut fish into bite-sized pieces and pat dry. Heat 2 tbsp oil in a wok over high heat.
Step 2
Fry fish until golden and crisp, about 3-4 minutes per side. Remove and set aside.

Slice onion and chilies. Add remaining oil to wok, stir-fry onion and chilies for 2 minutes.

Add green peppercorns and stir-fry for 1 minute until fragrant.
Step 5
Return fish to wok. Add fish sauce and sugar, tossing gently to coat.

Turn off heat, stir in basil or cilantro leaves. Serve immediately with rice.
