Step 1
Start rice in a pot with 2 cups salted water; bring to a boil, then reduce heat and cover.
Step 2
Mix ground beef with 2 tbsp harissa and a pinch of salt, then roll into 8–10 balls.
Step 3
Place meatballs on a sheet pan and bake at 400°F until cooked through, about 12 minutes.
Step 4
While meatballs cool slightly, mash feta with 1 tbsp harissa and 2 tbsp water until creamy.
Step 5
Divide rice between bowls, top with meatballs, and dollop whipped feta on the side.
